Summit’s team of environmental and decommissioning professionals remain committed to ensuring our clients are informed and benefit from Saskatchewan’s Accelerated Site Closure Program (ASCP) federal grant funding. Summit regularly participates in the Ministry of Energy and Resources industry advisory panel as part of the PSAC closure committee.

Government of Saskatchewan ASCP Funding Allocation
As of the most recent update on November 30, 2021, approximately $316 Million in grant funding has been issued through 279 work packages. The program has paid approximately $152 Million to Saskatchewan-based service companies for work completed. Work package submission deadlines are quickly approaching and an extension of the program has not been granted at this time.

Phase 1 Licensee Allocation and Eligibility
In Phase 1 of the ASCP, eligible licensees are licensees who were in good standing in relation to debts owing to the Crown as of March 1, 2020. The total allocated in this round was $100 M, with each licensee a minimum of $50,000. Eligible activities include the following:
Abandonment of oil and gas wells, facilities and associated flowlines;
Environmental site assessments (Phase 1 and Phase 2);
Site remediation activities; and
Site reclamation activities.
Phase 2 Licensee Allocation and Eligibility
Phase 2 retained the same legibility criteria as the prior round for both licensees and activities. This round consists of an additional $200 Million in available funding.
Phase 3 Licensee Allocation and Eligibility
Phase 3 allocated an additional $55 Million to licensees in November 2021. The eligibility has remained unchanged from the previous 2 rounds.
